The City of Red Deer has received an application to revise the Clearview North Neighbourhood Area Structure Plan (NASP). This plan helps guide what kinds of buildings and spaces can be built in the area, things like homes, parks, and roads.

Right now, most of Clearview North is developed into a mix of residential, commercial, parks, and schools. The developer is proposing a small change to the type of single-family home design (R-L to R-N) in the undeveloped north-west corner of the neighbourhood. The R-N Zone allows for single-family houses on narrower sites and Zero Lot Line Developments, creating a higher density than the R-L Zone. To do that, the NASP first needs to be amended and the lands rezoned. Rezoning means changing the rules about what can be built on a piece of land, for example, switching from “single family homes only” to “duplexes and townhouse allowed.” In addition to the R-L to R-N zoning change, the developer is rezoning a portion of the undeveloped area to accommodate apartment or townhouse development (R-H). This is in accordance with the NASP.

On Tuesday, August 5, 2025 City Council gave First Reading to amendments in the Clearview North Neighbourhood Area Structure Plan and Zoning Bylaw that will facilitate additional housing in the northwest corner of Clearview Ridge.
