The Intermunicipal Development Plan is being updated by The City of Red Deer and Red Deer County. We are looking for input from both county and city residents to have their say on this document.

The IDP is a shared planning document between The City of Red Deer and Red Deer County that helps the municipalities work together on issues of mutual interest within the Red Deer region. It identifies policy direction for land use, joint economic development, services provision, annexation, and other opportunities for cooperation.

The current IDP was adopted in 2007. Through this refresh, both municipalities aim to foster prosperity and provide a good quality of life for our citizens.

Land Use Development

Urban Expansion

The following are key changes proposed in the IDP related to annexation and negotiations.

Annexation:

  • City to annex only within City Growth Area
  • Annexation proposals to be reviewed by the Regional Collaboration Committee before Notice of Intent
  • Proposals evaluated based on and reflect Annexation Principles (MGB Order #123/06)
    No longer a requirement to maintain 50 year (30 year min) land base.

Negotiations:

  • Annexation compensation negotiations may consider historic compensation practices as well as recent annexation orders in the region
  • Tax assessment period – consider recent annexation orders issued in the region when negotiating tax and assessment transition period for landowners
  • Ultimately determined by the Land and Property Rights Tribunal (tendency to mitigate landowner concerns)

Truth and Reconciliation

The municipalities acknowledge and continue to learn about the history and legacy of residential schools. The historically named Indian Industrial School, which is more recently referred to as Red Deer Industrial School, is located in the IDP area. This plan uses the historically accurate name to respect the request made by a Red Deer Elder

Transportation and Infrastructure

Key proposed changes to transportation and services.

Services (i.e. water, sanitary, etc.)

  • Promotes coordination intermunicipal planning and provision of services
  • Provision of services through joint agreements included in the Intermunicipal Collaboration Framework
  • Supports the development of energy projects in the IDP area

Transportation

  • Map added - intent to communicate existing knowledge
  • Cooperate, consult with each other and other transportation groups when applicable
  • May work together to develop trails in IDP area
  • May develop a detailed transportation study

Economic Development

In the IDP, we recognize we compete in some areas but we also have the opportunity to collaborate to attract major investment.

Joint Economic Development

  • In the next 5 years, we aim to work together to identify lands suitable for large scale development
  • Facilitate access to a range of transportation modes
  • Identify servicing requirements
