      Public Hearings provide an opportunity for members of the public to speak or submit written comments to Council on advertised planning and development matters and other matters as determined by Council.

      • How can I submit comments for the Public Hearing?
      • The Public Hearing is City Council’s opportunity to hear from anyone who is affected by the proposed bylaw.

        You can let Council know your comments in any of the following ways:

        • Online
          Completing and submitting the Public Hearing Submission Form.
        • Email
          Emailing your comments to publichearings@reddeer.ca.
        • Drop off comments
          Dropping off a written copy of your submission at City Hall (4914 48 Avenue) during business hours to the attention of Red Deer City Council c/o Clerk, Legal & Legislative Services.
        • Mail
          Mailing your submission to:

        • Remote Participation
          Participate in the Public Hearing by phone (information on how to participate by phone is advertised in the Upcoming Public Hearings section specific to the matter you wish to comment on).
      • When is the deadline to submit written comments?
      • Written comments must be received by the Clerk, Legal & Legislative Services, by the deadline posted in the advertising for the Public Hearing in order to be included in the published Council Agenda. All upcoming Public Hearings are advertised in the newspaper and in the Upcoming Public Hearings.

      • Can I still submit my comments if I missed the submission deadline?
      • Submissions received after the advertised deadline will not be accepted (see Upcoming Public Hearings for deadline information). The Clerk will contact the person who sent in the late written submission and advise them that the written submission will not be distributed to Members of Council or be made part of the Agenda.

        If you missed the submission deadline, you, or your delegate, can still participate in the Public Hearing by presenting your comments directly to Council during the Public Hearing.

      • Can I share my comments with City Council even though I can't attend the Public Hearing?
      • Yes, you can share your comments with City Council even if you are not able to attend the meeting. The Public Hearing is City Council’s opportunity to hear from anyone who is affected by the proposed bylaw. You can let Council know your comments in any of the following ways:

        • Complete and submit the Public Hearing Submission Form;
        • Email your comments to publichearings@reddeer.ca;
        • Mail your submission to City of Red Deer Council c/o Clerk, Legal & Legislative Services, The City of Red Deer, Box 5008, Red Deer, AB T4N 3T4; or
        • Drop off a written copy of your submission at City Hall (4914 48 Avenue) during business hours to the attention of City of Red Deer Council c/o Clerk, Legal & Legislative Services.
      • Can I use a PowerPoint presentation?
      • If you have a presentation, you may make a request to the Clerk to utilize technology to show images, videos, presentations and other visual aids during a Public Hearing.

        The request must be received by the Clerk by the end of the business day prior to the commencement of the meeting during which the Public Hearing will be held so that the Clerk can make any required accommodations and communicate with you to how your request will be accommodated.

        The Clerk will make reasonable efforts to accommodate the request provided the necessary technology is available for use in Council Chambers or at the location of the meeting. The Clerk will advise you if your request cannot be accommodated.

      • Will my personal information be publicly available?
      • Submissions from members of public normally include information such as name, address, phone numbers, and possibly opinions and other personal information.

        Submissions received from members of public will appear in the published Council Agenda in the same format that they are received by the Clerk and personal information will not be removed from the submission.

        All materials submitted for Council consideration at the Public Hearing must form part of the public record and will be available for public viewing (Meetings & Agendas).

      • What happens with anonymous submissions?
      • Unsigned or anonymous letters or emails that do not provide a proper name for the party sending the email will not be accepted as there is no way for Council to properly weigh the contents of the letter.

      • What happens with submissions that are marked confidential?
      • If your submission is marked “in confidence” or “confidential”, the Clerk will contact you to discuss the following options with you:

        1. withdraw your submission; or
        2. submit a revised submission prior to the submission deadline on the subject matter; or
        3. have your original submission included in the Agenda with the notation that the submission is not “confidential”.
      • What type of submissions may be withheld from Council Agenda?
      • The Clerk may withhold a public submission from the Council Agenda if the Clerk, after consulting legal counsel, concludes the submission contains:

        (a) hate speech;
        (b) discriminatory language; or
        (c) defamatory language.

        If your submission is being withheld as a result of hate speech, discriminatory or defamatory language, the Clerk will contact you and advise that the submission is being withheld; however, you, or your delegate, can attend the Public Hearing to present your comments directly to Council during the Public Hearing.

      The City of Red Deer acknowledges the Indigenous Communities governed by Treaty No. 6 and Treaty No. 7 as the Land we are situated on. The Land is also recognized by The City of Red Deer and its members as a Métis gathering site. The commitment of The City of Red Deer is to work alongside Indigenous Peoples in building a welcoming and inclusive community.

      The following Terms and Conditions govern the use of Engage Red Deer. The software platform is owned by Social Pinpoint Pty Ltd and operated by us, The City of Red Deer.

      By accessing and using this site, you are choosing to accept and comply with the Terms presented throughout this agreement as well as the Privacy Policy and Moderation Policy. These Terms apply to all visitors and users of this site. Linked sites, affiliated services or third party content or software have their own Terms that you must comply with. If you disagree with any of the Terms presented in this agreement, you may discontinue using the site immediately.

      If you are under 18 years old, please ensure that your parent or guardian understands and accepts these Terms and Conditions (including the Privacy Policy and Moderation Policy).

      Terms of Engagement:

      We believe in engaging with our citizens and our public, and creating space for open and transparent dialogue between citizens. However, we must also ensure our online spaces are fair, open and safe for all. With this in mind, we ask that you treat each other and us with respect when commenting and engaging in our social media spaces.

      Comments of the following nature may be removed at the discretion of The City:

      • Abusive behaviour, including comments (whether text, emoji, or media) which are hateful, profane, discriminatory, inappropriate or offensive, promote violence or illegal activity, or are intended to threaten, harass or personally attack someone, including but not limited to City staff, elected officials, or members of the public.
      • Misinformation, including non-factual information shared as truth. Misinformation can be dangerous when misinterpreted as fact in serious scenarios, such as those relating to public health and safety, or democratic processes.
      • Spam, including comments or messages which are designed to direct peoples’ attention to something off-topic or irrelevant to the topic at hand; spam messages are often repetitive, often promote a commercial product, service or entity, and often redirect people to other websites or locations. Spam links are often considered potentially dangerous.

      The City of Red Deer maintains sole discretion to determine which content is inappropriate or may be removed. Users who repeatedly and/or continuously share deceptive or dangerous content will be removed and/or restricted from our social media pages. Wherever possible, The City will notify users if their comment is removed and invite them to reframe and repost in an appropriate manner.

      Can your account be suspended or terminated?

      We may terminate or suspend access to your site and/or account immediately, without prior notice, including without limitation if you breach the Terms. We may immediately deactivate or delete your account and all the related files and information in your account. After your account has been terminated, the content you have posted may also remain indefinitely on the site.

      What content do we own?

      This website contains the copyrighted material, trademarks, patents, trade secrets and other proprietary information (“Intellectual Property”) of The City of Red Deer and its suppliers and licensors. The City of Red Deer owns and retains all proprietary rights in the intellectual property. All intellectual property in the content of this site including without limitation to text, software, source code, pages, documents and online graphics, photographs, sounds, audio, video and other interactive features are owned by or licensed to us.

      Any original content that you submit or post on our site may be made available to the public and allows users to share your content (with the end user acknowledging your contribution) under the Creative Commons Attribution-ShareAlike 4.0 License.

      Except for Intellectual Property which is in the public domain or for which you have been given written permission, you may not copy, alter, transmit, sell, distribute any of the Intellectual Property on this site.

      We are not responsible for your communications or dealings, including payment and delivery of goods or services, with a third party found via our website. Any loss or damage incurred from those communications or dealings are solely between the user and the third party.


      What are the conditions with a user’s account?

      While using the site, you must not violate any applicable laws and regulations. It is our duty to protect the confidentiality of content you provide on our site in accordance with our Privacy Policy. When you create an account with us, you must always provide us with accurate information. Failure to provide accurate information violates the Terms, which may result in immediate termination of your account on our service.       What happens if these Terms change?

      We reserve the right, at our sole discretion, to modify or replace these Terms at any time without notice. The most recent version of the Terms can be seen on this page. By continuing to access or use our site after those revisions become effective, you agree and will comply to the revised terms.
